This cart was placed to highlight how the player character is too stupid to step over low objects.

Yeah it's still possible to run over the cart handles, it's a bit hard to do from one side. Placing the cart here is just a bad idea.

you can walk over them just fine, I think it's there to trip you if you are running. What Murf said and you can walk over it if you get near the wall, the part where the handles are.

No you can't... You can't just walk over it.

The cart isn't 'placed' there, an NPC probably ran into it and turned it around so it is in the corridor like that.

Game just updated, so I thought it was some weird change.
