Got the same problem. (Error 403 when downloading and no steam key)
Additionally, I get a warning regarding an invalid certificate on the account page.
Also, is it possible to get a GOG key instead of a Steam one?

Edit: I got it working with Firefox, after trying Chrome, Internet Explorer and Edge.
Edit 2: Seems to be working in Chrome too, now. Still no Steam key though, but I'd be interested in a GOG key only anyway.
