Character Development in relation to player choice and customization


I want to ask about two things.

First -- the skill/stat system being used. How will the skill system work?

Second -- player choice having an effect on the skill/stat system and upon appearance, the quality of one's surroundings, etc. Will the player have effective choices? Choices that affect the aspects/details of the game. (I'm aware of the physics and that a player could choose or not choose to destroy everything in a room, but I'm speaking along more significant terms. Building things. Level design tools, I would very, very much like.)

I am hoping for an expansive amount of skills and each character starting without any at all, having to work towards their ability, as in reality.
