I can't say I have experienced that.
I have had some "slow motion" effects sometimes when I enabled Vsync, and it was fluctuating with my framerate. At 30fps, the game felt mutch slower (and less fluid obviously) than with 100+fps
It doesn't really sounds related to your problem tho.

Turning it off makes your game exponentially better.
